Pan African Parliament delegation leader suggests a political settlement for Zimbabwe

The leader of the Pan African Parliament delegation Marwick Khumalo which observed the Zimbabwe elections at the end of March has recommended a political settlement in Zimbabwe given the escalating violence in the country.

While this was an unacceptable situation to the expression of the will people Khumalo said that he didn't see conditions conducive to the holding of free and fair elections as being created within the country.

"Though the Zimbabwean law calls for a run-off there is no way in which there will be free and fair elections. A political situation is therefore ideal" he said while addressing a press conference at the end of the presenation of his report.

"The situation on the ground is not conductive to the holding of free and fair elections," he said, "We are dealing with a wounded tiger."

"Don't take lightly the declaration by the armed forces chiefs that they will never salute a head of state other than Mugabe or the statement by Mugabe that Tsvangirai will not rule the country as long as he lived"

"Those kinds of statements makes it impossible to imagine a scenario of free and fair elections."

Khumalo said he was aware that there were moves towards a political settlement but these were still mooted.

Though the PAP is largely an advisory body to the African Union heads of states its recommendations were taken there by the PAP president who is given a platform.

Khumalo said their recommendations to the African Union heads of State on any situation should receive serious consideration.

But judging by the way African heads of state behave around Mugabe one can only imagine the kind of seriousness they would give a recommendation which called for Mugabe to be sanctioned.
