Rasool Promises to get rid of the hated toilet bucket system by the end of this financial year

Last Sunday Western Cape premier, Ebrahim Rasool promised at an imbizo in Graabou that the hated bucket system where smelly toilets are carried into waiting vehicles would have become a thing of the past by the end of this financial year.

You will be held to your promise Ebrahim. But what you will need is a strong local government system in the Western Cape. It is a good thing that James Ngculu and Mcebisi Skwatcha are presently on the same side even though one remembers that it was in 1999 when Skwatcha unseated Ngculu as provincial secretary and Rasool was chairman.

All the provincial leaders must work hard to make councillors become accountable to the people. Any candidates for councillorship must be competent people able to look after the needs of the people.

They must be people who are able to undertake Intagrated Development Plans (IDP) reviews. This must be one of their undertakings. They must not wait for the executive mayor to deal with the matter during her consultations as Nomaindia Mfeketo has done up to now. IDP reviews must be driven by the local populace with the ward councillor chairing the ward committes. In many instances this is not happening.

As Sunday draws on apace, which is the cut of date for nomination of council candidates, the African National Congress in the Western Cape must take stock of what each and every councillor has done for the people.

Retaining non-performing candidates must be done away with. Do not let people who failed the people back into power.What one hears as happening in Khayelitsha is simply a question of the failure of the powers that be to engage the people without making them feel bad about themselves. Even if as  I hear its pay back time for what some people did during the controversial ANC provincial this shouldn't detract the ANC from its delivery programme. 

This means that Mcebisi Skwatcha as the current head of the day to day running of the ANC in the Western Cape must desist from dictating to the people and humble himself before them. Talk to these people in a way which makes the stuggle go forward rather than the current mess which your enemies read about in the newspaper and take advanage of.

I have picked up that Skwatcha thinks  Blackman Ngoro shouldn't comment on the calibre of councillors in the Western Cape because he is a foreigner. This is an unfortunate thing to say Mcebisi. Don't make enemies in such an easy way, you will never know when you will need friends. You and I have come a long way so don't burn your bridges. I know a funny person is advising you, I wont mention his name but be aware of this person.
